2023 restart: The Skilled Migrant Category was suspended in March 2020 and fully restarted in September 2023 with updated rules. The points table and selection thresholds below reflect the current (post-restart) system. Several older bonus points categories — including the regional employment bonus (outside Auckland) and the Absolute Skills Shortage bonus — were removed in the restructure. August 2026 update — two new pathways launching: The NZ government has announced two new SMC residence pathways effective August 2026 that replace the old points-only EOI system for many applicants:

  • Skilled Work Experience Pathway — for migrants in NOL Skill Level 1–3 roles with 5+ years experience (2 years in NZ), earning at least 1.1× the median wage (NZ$38.50/hr based on current rate)
  • Trades and Technician Pathway — for trades/technician roles with a Level 4+ qualification, 4 years post-qualification experience (1.5 years in NZ)

A key improvement: the "double wage check" is removed — you only need to meet the wage threshold at the start of your qualifying work experience, not again at application time. Find an adviser to assess which pathway suits your situation.

Understanding the Points System

The SMC uses a points-based selection system where you need a minimum of 160 points to qualify for an Expression of Interest. Points are awarded across multiple factors, and strategic planning can significantly improve your total.

The EOI Process

The SMC operates through an Expression of Interest (EOI) pool system.

Step 1: Submit EOI

Submit your EOI online with supporting information about your points claim. The EOI fee is approximately NZ$680.

Step 2: Pool Selection

Immigration New Zealand selects EOIs from the pool, typically fortnightly. Selection is based on points—higher points are selected first.

Selection thresholds:

  • 160+ points with skilled employment: Selected
  • 160+ points without skilled employment: May remain in pool
  • Under 160 points: Not eligible

Step 3: Invitation to Apply (ITA)

If selected, you receive an Invitation to Apply for residence. You then have 4 months to submit your complete residence application.

Step 4: Residence Application

Submit comprehensive evidence supporting every points claim. Immigration NZ verifies all claims through documentary evidence and potentially interviews.

Skilled Employment Definition

Not all jobs qualify as "skilled" for SMC purposes. Skilled employment generally requires:

  • ANZSCO Skill Level 1-3 occupation, OR
  • Remuneration at median wage (NZ$35.00/hour) or above, AND
  • Qualifications and/or experience relevant to the role

English Language

You must demonstrate English language proficiency:

  • IELTS 6.5 overall (no band below 6.0), OR
  • PTE Academic 58 overall, OR
  • Other accepted tests at equivalent levels
  • Native English speaker exemptions may apply

Health and Character

Standard immigration requirements:

  • Medical examination showing acceptable health
  • Police certificates from all countries lived 5+ years
  • Character declarations

Processing Times

SMC processing is notoriously lengthy:

  • EOI processing: Fortnightly selections
  • ITA to application: 4 months allowed
  • Residence application: 12-18+ months typical
